Abstract

The author, born in 1938, is professor of economics at the Université de Bourgogne (France). He graduated in law at the University of Paris and in public administration at the Institut d'Etudes Politiques de Paris. He then turned to economics at the universities of Rennes and Paris. He was professor of economics at the European University Institute at Florence (Italy) and spent two years as counsellor for social sciences in the department for scientific research of the French government.
