Summary The 1994 International Conference of Population and Development (ICPD) in Cairo established goals for the expansion of assistance in matters of reproductive health and HIV/AIDS. This global effort marked a structural break in principle from the past, but did it also change funding behavior? Panel data on expenditures of OECD donors for three types of aid agencies--multilateral, non-governmental agencies, and bilateral aid--for the years 1983-2002 do not reveal an unambiguous improvement in donor behavior. Funding choices for multilateral organizations and NGOs have become more interdependent, but burden sharing remained stable and generosity dropped substantially after 1994.
